According to Security Affairs, the massive cyber-attacks began on February 18. In the context of this malicious activity, the hackers target Ukrainian sites of local institutions, including the Security Service of Ukraine and the Council.

It is noteworthy that the malicious agents attempted to breach the Ukrainian sites, aiming to develop a DDoS bot. Reuters also reported the following: "The Council added that during the cyberattacks, hackers tried to infect vulnerable government web servers with a virus, with the aim of making them part of a botnet used for the so-called DDoS attacks on other resources. "
