Windows 10 after an update sometimes opens a window with tips to show you what's new for the operating system as part of the "welcome experience". If you find it annoying, it is easy to turn it off. See below what exactly you need to do.

On the "Notifications & actions" screen, deselect it frame next to element "Show me the Windows welcome experience after updates and occasionally when I sign in to highlight what's new and suggested."
