Fixes the Windows 10 Update Task Manager (1809) Error

Task Manager: This Windows 10 October 2018 Update (1809 version) may no longer be available for download, others who have been lucky enough to install it on the few days of availability are experiencing various errors.

One of the bugs concerned Task Manager, which was extremely disappointing, as the same problem had been detected and recognized by Microsoft during the Windows Insider program.

The error in Task Manager causes the application to misuse the CPU in the Processes tab and Microsoft has confirmed the issue when running Windows 10 preview build 17763. The same build was finally promoted to RTM and transferred to the production devices without any solution.

The latest cumulative update, KB4464455, finally resolves this bug, so if we re-circulate Windows 10 October 2018 Update, it will not hurt us.

While Microsoft has fixed this issue, there is still one more bug in the Task Manager, without knowing when it could be repaired.

Background processes in Task Manager show an error that causes data to flash. Once again, the problem existed in preview builds that Microsoft itself had recognized.
