Almost everyone agrees that Windows 10 October 2018 Update is one of the most vulnerable versions of the operating system, and many are beginning to see it as "the new Vista».
Among other things, a recently discovered error causes the notifications to be blocked at Action Center.
Below we have a way that can help you solve this bug.
The first thing you need to do is check the current background app settings in Settings. This means that you must turn on the settings and go to the following path:
Settings> Privacy> App Permissions> Background Apps
The "Let's run in the background" option should already be enabled, but it appears that the 10 version of Windows 1809 recognizes it as disabled for some reason. Just turn it off.
Restart your computer to make sure your settings are saved, and then when you log back in to Windows, turn on the settings and follow the same path as before.
If the same feature is disabled, then your settings have been saved, so click again to switch to turn it on again. This should actually activate them background apps, but a restart of the system is still required before the process is completed correctly.
Once you've done the above, the bug in the Action Center must be resolved.
